Ontario Invites Skilled Workers Through Provincial Nomination

On August 28, the Ontario Provincial Nominee Program (PNP) carried out five separate invitation rounds, sending out 468 invitations to candidates under the Employer Job Offer streams. These invitations were targeted at foreign workers and international students with job offers in Northern Ontario as well as applicants eligible through the Regional Economic Development through Immigration (REDI) pilot.

The draws assessed candidates with Expression of Interest (EOI) profiles created between July 2 and August 28, 2025.

Invitations for Northern Ontario

The Ontario Immigrant Nominee Program (OINP) invited candidates through the Foreign Worker and International Student streams who had job offers in Northern Ontario and were already living in Canada.

Results of Northern Ontario draws:

  • Foreign Worker stream – Minimum score: 53 | Invitations: 94
  • International Student stream – Minimum score: 66 | Invitations: 236

The designated Northern Ontario region covers Muskoka, Haliburton, Nipissing, Parry Sound, Manitoulin, Sudbury, Greater Sudbury, Timiskaming, Cochrane, Algoma, Thunder Bay, Rainy River, and Kenora. Candidates were also required to hold job offers in occupations listed under eligible National Occupational Classification (NOC) codes.

Invitations Through REDI Pilot

Ontario also invited 138 candidates through the REDI pilot under three streams:

  • Foreign Worker stream – Minimum score: 45 | Invitations: 94
  • International Student stream – Minimum score: 68 | Invitations: 56
  • In-Demand Skills stream – Minimum score: 34 | Invitations: 25

These draws focused on applicants with job offers in specific communities, including Lambton, Lanark, and Leeds and Grenville.

The REDI pilot is a one-year initiative, running until December 31, 2025, and offers a pathway to permanent residency for eligible candidates working in designated Ontario communities. NOC codes are: 

  • NOC 44101 – Home support workers, housekeepers and related occupations.
  • NOC 74203 – Other automotive mechanical installers and servicers.
  • NOC 75101 – Material handlers.
  • NOC 75110 – Construction trades helpers and labourers.
  • NOC 84120 – Specialized livestock workers and farm machinery operators.
  • NOC 94100 – Machine operators, mineral and metal processing.
  • NOC 94106 – Machining tool operators.
  • NOC 94111 – Plastics processing machine operators.
  • NOC 94140 – Process control and machine operators, food and beverage processing.
  • NOC 94201 – Electronics assemblers, fabricators, inspectors and testers.
  • NOC 95100 – Labourers in mineral and metal processing.

Candidates in Foreign Worker and student streams only received invitations if they meet the minimum score requirement and obtain a job offer from below NOC Codes:

New Employer-Led EOI System

Since July 2, 2025, Ontario has introduced a new application system where all Employer Job Offer applications must be submitted via the Employer Portal. This change shifts the system from being candidate-driven to employer-driven, meaning only those with employer-submitted EOIs are being considered in current draws.

Candidates with EOIs submitted before July 2 are required to coordinate with their employers to re-submit through the updated portal.
