The Manitoba Provincial Nominee Program (MPNP) has invited 29 skilled worker candidates in its latest draw held on October 31, 2025, under the Skilled Worker Stream. The majority of these invitations went to candidates who are already living and working in the province with facilitated work permits.
All invitations, officially known as Letters of Advice to Apply (LAAs), were issued under the Skilled Worker in Manitoba and Skilled Worker Overseas pathways. The draw specifically targeted individuals identified through the MPNP’s strategic recruitment initiatives, which help Manitoba address current labour market shortages and community development needs.

Out of the 29 invitations, nine candidates declared a valid Express Entry profile number and job seeker validation code, which can increase their chances of receiving permanent residence faster through the federal Express Entry system.

In recent months, Manitoba has focused on strategic recruitment draws within the Skilled Worker Stream to directly respond to its most critical workforce needs. These draws allow the province to identify candidates who possess skills in high demand and are more likely to settle successfully in Manitoba.
Through partnerships with employers, regional organizations, and community groups, the MPNP identifies individuals with both professional experience and strong potential to integrate into the local workforce and society.
The recent draw also highlighted Manitoba’s ongoing use of the Temporary Public Policy (TPP), which supports open work permits (OWPs) for prospective provincial nominees. This special measure, developed in collaboration with Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Manitoba, helps qualified candidates transition from temporary work permits to permanent residence more efficiently.
With this draw, Manitoba continues to demonstrate its commitment to attracting and retaining skilled talent that meets the province’s growing economic and community development needs.
