Manitoba Holds Final 2025 Draw, Invites Hundreds of Skilled Workers

The Manitoba Provincial Nominee Program (MPNP) conducted an Expression of Interest (EOI) draw on Wednesday, December 31, 2025, marking the province’s final draw of the year.

In this New Year’s Eve draw, 421 Letters of Advice to Apply (LAAs) were issued to eligible candidates across different immigration pathways.

Occupation-Specific Draw Focused on Healthcare

On December 31, Manitoba issued 353 LAAs under the Skilled Worker in Manitoba pathway of the Skilled Worker Stream. This occupation-specific draw targeted candidates working in selected healthcare-related occupations.

To qualify, candidates were required to declare current employment in Manitoba in their EOI profile.

The following National Occupational Classification (NOC) unit groups were considered in this draw:

  • 00013 – Senior managers in health, education, social and community services
  • 12111 – Health information management occupations
  • 13112 – Medical administrative assistants
  • 21110 – Biologists and related scientists
  • 21120 – Public and environmental health and safety professionals
  • 41301 – Therapists in counselling and related specialized therapies
  • 41404 – Health policy researchers, consultants, and program officers
  • 44101 – Home support workers, caregivers, and related occupations

Strategic Recruitment Invitations Issued

On the same day, Manitoba issued an additional 68 LAAs to candidates who were directly invited by the MPNP under a strategic recruitment initiative. These invitations included candidates from both:

  • Skilled Worker in Manitoba
  • Skilled Worker Overseas

The distribution of these LAAs across different categories was as follows:

  • Employer Services – 7
  • Francophone Community – 13
  • Regional Communities – 32
  • Ethnocultural Communities – 13
  • Temporary Public Policy to Facilitate Work Permits for Prospective PNP Candidates (TPP) – 3

Express Entry Candidates Included

Out of the 421 LAAs issued in this draw, 118 invitations were sent to candidates who declared a valid Express Entry profile number along with a job seeker validation code.

Why Some Eligible Candidates Did Not Receive an LAA

The MPNP clarified that candidates who met the stated criteria but did not receive an LAA may have encountered one of the following issues:

  • The candidate declared an approved language test but did not provide a valid test number, or the test had expired;
  • The candidate indicated they had received a strategic recruitment invitation, but failed to provide a valid invitation number in their EOI profile.

Candidates facing these issues can update their EOI profiles with accurate information to be considered in upcoming draws.

Important Note for Regulated Occupations

The MPNP also stated that it may accept or refuse applications from candidates working in regulated occupations if they fail to submit proof of completing all required licensing steps in Manitoba. Such candidates are advised to decline their LAA if they are unable to meet these requirements.
