Manitoba invites skilled workers in its first immigration draw of November

The Manitoba Provincial Nominee Program (MPNP) conducted its first immigration draw of November on November 6, inviting a total of 47 candidates to apply for provincial nomination.

All invitations were issued under the Skilled Worker Stream, specifically targeting individuals who had previously declared receiving an invitation from the MPNP through a strategic recruitment initiative.

So far this year, Manitoba has held 22 provincial immigration draws, continuing its consistent efforts to bring skilled workers to the province.

Details of the November 6 Draw

A total of 47 Letters of Advice to Apply (LAAs) were issued through both of Manitoba’s Skilled Worker Stream pathways:

  • Skilled Worker in Manitoba
  • Skilled Worker Overseas

Out of the 47 candidates, 10 had valid Express Entry profiles and active job seeker validation codes.

The distribution of invitations based on strategic recruitment initiatives was as follows:

Candidates who received invitations under one of these initiatives were eligible to gain 500 additional points in their Expression of Interest (EOI) profile.

Notes from the MPNP

The MPNP clarified that some candidates who met the draw’s selection criteria but did not receive an LAA may have been excluded for reasons such as:

  • Providing incomplete or invalid language test details in their EOI; or
  • Failing to include a valid invitation number despite claiming to have been invited under a strategic recruitment initiative.

Additionally, while candidates claiming full licensure in a regulated occupation were considered in this draw, applications may still be refused if sufficient proof of completed provincial licensing steps is not provided or if the applicant is not genuinely working in a regulated profession.

Manitoba’s Increased Nomination Allocation for 2025

Earlier this year, the federal government announced a 50% reduction in PNP nomination allocations for most provinces in 2025 compared to 2024. However, Manitoba successfully negotiated for an increase in its allocation later in the year.

In October, Manitoba reported that it had been granted 1,489 additional nomination slots, bringing its total 2025 allocation to 6,239. This means the province has now recovered 65% of its 2024 allocation of 9,500 nominations.

Manitoba is not alone in receiving increased allocations. Several other provinces and territories except Ontario and Prince Edward Island also secured higher nomination limits after further discussions with the federal government.

Looking Ahead

The federal government’s 2026–2028 Immigration Levels Plan, released on November 4, aims to increase the number of permanent resident admissions by 66% in 2026.

While the exact provincial nomination distribution for the upcoming years remains unclear, it is expected that Manitoba will continue to receive a higher number of nomination spaces, strengthening its ability to attract and retain more skilled immigrants to support the province’s economic growth.
