Ontario Sends Out Thousands of Invitations for Provincial Immigration

On September 2, Ontario conducted some of its largest immigration draws of the year under the Ontario Immigrant Nominee Program (OINP). A total of 2,643 invitations to apply were issued across three categories: the Employer Job Offer – Foreign Worker stream, the Employer Job Offer – International Student stream, and the Employer Job Offer – In-Demand Skills stream.

The invitations primarily targeted candidates living in Canada who are currently employed in priority healthcare occupations and as early childhood educators and assistants. Only candidates with profiles created between July 2, 2025, and September 2, 2025 were considered.

Breakdown of Invitations

  • Employer Job Offer: Foreign Worker stream – Minimum score 41; 1,305 invitations
  • Employer Job Offer: International Student stream – Minimum score 58; 1,105 invitations
  • Employer Job Offer: In-Demand Skills stream – Minimum score 33; 233 invitations

Eligible Occupations

For the Foreign Worker and International Student streams, invitations were issued to candidates with job offers in the following National Occupational Classification (NOC) codes:

  • NOC 31100 – Specialists in clinical and laboratory medicine
  • NOC 31101 – Specialists in surgery
  • NOC 31102 – General practitioners and family physicians
  • NOC 31300 – Nursing coordinators and supervisors
  • NOC 31301 – Registered nurses and registered psychiatric nurses
  • NOC 31302 – Nurse practitioners
  • NOC 31303 – Physician assistants, midwives, and allied health professionals
  • NOC 32101 – Licensed practical nurses
  • NOC 33102 – Nurse aides, orderlies, and patient service associates
  • NOC 42202 – Early childhood educators and assistants

For the In-Demand Skills stream, invitations were limited to candidates with job offers under:

  • NOC 44101 – Home support workers, housekeepers, and related occupations

Next Steps for Candidates

Those who received an invitation must now submit a complete application to OINP for a provincial nomination. If successful, nominees can then apply to the federal government for permanent residence.

Ontario’s New Expression of Interest (EOI) System

Since July 2, 2025, Ontario has updated the application process for its Employer Job Offer streams. Applications must now be submitted through the Employer Portal, which means the responsibility for registering an Expression of Interest (EOI) rests with employers rather than candidates.

Candidates who had created EOIs before July 2 are required to work with their employers to re-submit their profiles through the portal in order to be considered for future draws.
