Manitoba has once again opened doors for newcomers through the Manitoba Provincial Nominee Program (MPNP), inviting more than 3,300 skilled professionals and international graduates to apply for provincial nomination.
The invitations were issued under three main pathways of the program – the Skilled Worker in Manitoba stream, the International Education Stream, and the Skilled Worker Overseas stream through targeted recruitment drives.
The MPNP draw #253, held on September 4, 2025, resulted in a total of 3,347 Letters of Advice to Apply (LAAs) being issued to eligible candidates. Below is the distribution:

In addition, Manitoba carried out a focused draw under the Skilled Worker in Manitoba stream, inviting candidates who are citizens of Ukraine and who met the eligibility criteria.
Among all the LAAs issued in this round, 415 were granted to candidates who had an active Express Entry profile along with a valid job seeker validation code.

These initiatives are designed to help Manitoba fill jobs in critical sectors where there are consistent shortages. By working closely with employers and communities, the province identifies international candidates who have the right skills and experience.
Employers must go through Manitoba’s formal recruitment process before recommending candidates, while applicants must meet set requirements for work experience, education, language skills, and age.
The province also checks whether applicants have strong ties to other Canadian provinces or territories, as this may affect their commitment to settling in Manitoba. Each application is carefully reviewed on its own merits.
