In this week, Manitoba issued 862 invitations to skilled workers candidates through the skilled worker stream of Manitoba Provincial Nominee Program (MPNP). Candidates were invited under Skilled worker in Manitoba program and Skilled Worker Overseas pathways respectively.
On October 9, 2025, Manitoba held Draw #255 thereby inviting a total of 862 candidates to apply for provincial nomination.
Skilled Worker in Manitoba:
583 Letters of Advice to Apply (LAAs) were issued to candidates who declared current employment:
Profiles had to be employed in occupations in Manitoba that were either listed within the broad National Occupation Classification (NOC) group for health occupations, or occupations that aligned with the specific NOC description for Home support worker and caregivers, and related occupations. The Table is given below:

279 LAAs were issued to candidates through Skilled Worker in Manitoba and Skilled Worker Overseas pathways, who had submitted profiles that were consequently declared as being directly invited by the MPNP through a strategic recruitment initiative. Temporary Public Policy to Facilitate Work Permits for Prospective PNP Candidates (TPP) | 180 |
This is the second round in 2025 where MPNP has prioritized TPP through its skilled worker pathways.
The TPP is a measure to issue open work permits to skilled workers in select provinces like Manitoba that sign on to the policy. This measure is supported by Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Manitoba.
Of the total 862 LAAs issued, 203 were given to candidates who declared a valid Express Entry profile number and job seeker validation code
If a profile did not receive a LAA despite having met the specific selection criteria, possible reasons might be as follows:
Despite above requirements the candidates were also required to hold a valid Manitoba license. Regulated professionals who were invited needed to provide proof of completing all necessary licensing steps to maintain their invitation. Failure to do so can lead to a rejection of an application.
Occupation specific draws allow Manitoba to target candidates currently employed within demand sectors in order to address labour requirements. The MPNP provides the list of in-demand occupations on the website.
Strategic recruitment initiatives are an employer-led process that allows the MPNP to collaborate with employers, communities and cultural organizations in Manitoba to identify overseas candidates with strong potential to settle in Manitoba.These candidates have specific professional experience which is needed but not currently available among local workers.
However it has been noted that workers with French proficiency have a better chance to be invited.
