Skilled Workers in Canada and Abroad Invited in Manitoba’s First Draw of the Month

The Manitoba Provincial Nominee Program (MPNP) has conducted its first draw of the month, issuing invitations to skilled workers both in Canada and overseas. The invitations were released under targeted Strategic Recruitment Initiatives aimed at addressing labour shortages across the province.

In this round, candidates were selected through two primary immigration streams:

  • Skilled Worker in Manitoba
  • Skilled Worker Overseas

A total of 29 Letters of Advice to Apply (LAAs) were issued on February 12.

Breakdown of Invitations

The invitations were distributed across several strategic recruitment categories:

  • Employer Services: 8 invitations
  • Francophone Community: 14 invitations
  • Regional Communities: 3 invitations
  • Ethnocultural Communities: 1 invitation
  • Temporary Public Policy (TPP): 3 invitations

Out of the 29 invited candidates, six had active Express Entry profiles.

Focus on Strategic Recruitment

Strategic Recruitment Initiatives are specialized selection programs used by Manitoba to help local employers fill urgent and ongoing workforce needs. These initiatives target skilled workers whose experience aligns with labour shortages that cannot be met within the local labour market.

Through these programs, Manitoba works directly with employers to identify qualified candidates and invite them to apply for provincial nomination.

How Candidates Are Selected

Candidates are typically identified through:

  • Exploratory visits to Manitoba
  • Recruitment missions organized by the province

During these visits or missions, applicants may attend interviews with immigration officials. Invitations are generally issued after a successful assessment of a candidate’s qualifications and suitability.

Basic Eligibility Criteria

To qualify for inclusion in these initiatives, applicants generally must:

  • Be between 21 and 45 years old (with possible employer exceptions)
  • Have relevant post-secondary education or job-specific training
  • Possess at least two years of full-time work experience within the past five years
  • Meet language requirements:
    • CLB 5 for TEER 0–3 occupations
    • CLB 4 for TEER 4–5 occupations

Manitoba may prioritize candidates willing to settle outside Winnipeg to support regional development. Applicants with strong ties to other provinces may be assessed carefully to ensure genuine settlement intentions.

Next Steps After Receiving an LAA

Receiving a Letter of Advice to Apply does not automatically result in nomination. Candidates must:

  1. Submit a complete application to the MPNP under the appropriate stream.
  2. Demonstrate their intention and ability to establish themselves in Manitoba.
  3. Meet all program eligibility requirements.

If approved, candidates receive a provincial nomination certificate. Express Entry applicants may also gain an additional 600 Comprehensive Ranking System (CRS) points, significantly increasing their chances of receiving an invitation to apply for permanent residence.

Following nomination, successful applicants must submit their permanent residence application to the federal government of Canada for final processing.
