The Manitoba Provincial Nominee Program (MPNP) has announced that it will begin issuing targeted Invitations to Apply (ITAs) to select temporary work permit holders under the Temporary Public Policy (TPP) for Provincial Nominee Program candidates.
The update, published on May 1, confirms that individuals who previously obtained Manitoba Support Letters under the temporary policy will soon receive invitations for provincial nomination through upcoming Manitoba PNP draws.
The province stated that invitations will be prioritized according to Support Letter approval dates, with current focus placed on candidates approved between April 22 and June 30, 2025.
To qualify for the TPP ITA code, candidates must currently hold a valid Manitoba-specific Open Work Permit issued under the Temporary Public Policy.
Applicants who previously received Manitoba Support Letters but later switched to non-TPP work permits will not qualify under this stream.
The province outlined several mandatory requirements for eligible candidates, including:
Applicants must also demonstrate occupational qualifications, including education, training, licensing, or certifications where required.
Eligible candidates must show sufficient English or French language proficiency to perform their employment duties.
Additionally, Manitoba requires applicants to demonstrate stronger ties to Manitoba than to any other Canadian province or territory.
Candidates must submit a settlement plan detailing their long-term intentions to reside, work, and establish themselves permanently in Manitoba.
The MPNP clarified that some candidates who do not meet Skilled Worker in Manitoba criteria with their current employer may still qualify under the Skilled Worker Overseas pathway.
Applicants must submit a new Expression of Interest profile while selecting Canada as their country of residence and entering the unique TPP ITA code.
The Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates expired on December 31, 2025.
Manitoba accepted Support Letter applications until December 15, 2025, before officially closing submissions.
The province is currently responding only to inquiries from Support Letter recipients approved before June 30, 2025.
