Immigration, Refugees and Citizenship Canada (IRCC) has invited 1,000 candidates to apply for permanent residence through the Express Entry system under the Canadian Experience Class (CEC).
Candidates needed a minimum Comprehensive Ranking System (CRS) score of 531 to receive an invitation. IRCC also confirmed that only those who submitted their Express Entry profile before 7:02 p.m. UTC on October 8, 2025 were eligible for consideration in this round.

This latest draw is notable because it moves away from the recent pattern of monthly CEC draws and breaks the long-running CRS score standstill of 533–534 that continued across the past five CEC draws. The new cut-off score of 531 is now the lowest score for a CEC draw since July 8, when 3,000 applicants were invited with a score of 518 or higher.
Despite the score change, IRCC has maintained its current trend of issuing 1,000 ITAs per CEC draw, a consistent approach followed since August 7. Today’s round also marks the 13th CEC draw of the year.
This draw is the fifth one held in November. It follows earlier draws this month, including a Provincial Nominee Program round on November 25, a Healthcare category-based draw on November 14, and another CEC draw on November 12.
To date in 2025, IRCC has issued a total of 88,476 Invitations to Apply through Express Entry.
So far this year, Express Entry draws have primarily focused on PNP candidates, while the remaining ITAs have been issued to applicants in the CEC stream, French-speaking candidates, and individuals eligible under priority occupation-based selection categories such as healthcare, trades, and education.
